For managers of budgets in HE, and for academic heads of department in particular, the process of arriving at a budget is not straightforward. In terms of income, much hinges upon student numbers as these drive the amount that can be expected from tuition fees. Thanks to information gained from the admissions process the number of students with an offer of a place is known. What matters however is the number of students who actually accept their offer and turn up at the start of term.
